Stray dog op scuffle: Man to be charged with obstructing civil servant


Malaysiakini : The senior citizen who was allegedly beaten by a Petaling Jaya City Council (MBPJ) officer during a stray dog-capturing operation last week will be charged in court on Friday.

According to Petaling Jaya police chief Fakhrudin Hamid (above), the 69-year-old will be charged in the PJ magistrate's court under Section 186 of the Penal Code, for obstructing a civil servant in the discharge of his/her public functions. If convicted, the man can be jailed for up to two years, fined a maximum of RM10,000, or both.

According to Fakhrudin, no charge will be filed against the officer who was alleged to have beaten the elderly man during the incident.    The man had reportedly tried to stop two MBPJ officers from capturing what he claimed were his pet dogs, at Taman Kanagapuram in PJ last week.

In the process, the man alleged that he was hit on the left side of his face with the dog-catching rod of one of the officers. He was then investigated for obstructing government officials from carrying out their duties. Meanwhile, Petaling Jaya mayor Mohammad Azhan Md Amir refused to comment on the issue. “It’s a police investigation, so we will let them handle the case,” he told a press conference at Taman Sri Manja.

The question was why was he hit? Why did they not address this issue and offer at least an apology saying it was not intentional as the man got in the way of them doing their duty.

This could have been settled in an amicable way but the authorities deliberately show their arrogance and lack of compassion. They add insult to injury by having the man charged.

Malaya : Can MBPJ officers enter private home without warrant? And cause hurt to the house resident? Under what act? We should pool money to help this case.

anonymous112233 : Bullies in uniforms get protected. The bullied victim is prosecuted. I'm ashamed of MBPJ Officers. One day, these Officers will get old too. Let's see how they feel when they are bullied.

Rupert16 : Wow! Looks like the MBPJ guys are a law unto themselves. More than happy to do my bit in the crowd funding to support the old man should he decides to take MBPJ and the guy who hit him to Court.

Southpaw : Police can waste its resources to charge an innocent man. I think the victim should also haul up the officers to the court for inflicting physical harm.
