The government's stupidity and poor decisions did create the atmosphere for these groups to form though. Decisions like barring anybody who was a member of the Baath Party an opportunity to work in government or the armed forces, which put the minority Sunnis out of work, making them angry and wanting revenge, helping to form ISIS.
Al Qaeda and the Taliban WERE created, or helped a long, by the Pakistani ISI, their intelligence agency, which tends to be headed by Islamic fundamentalists, which wouldn't seem like a smart idea to me.Also, not separating Islamic extremists from the ordinary prison population so they can't be radicalized was a stupid decision as well, which is what happened in the case of Abu Bakr al-Baghdadi. The Taliban and Al Qaeda is a different story, but similar in some ways.
