Pakistan’s ‘Unknown Gunmen’: Inside The Mystery Of India's Most Wanted Terrorists Being Eliminated

Pakistan has a mystery it cannot shake: India's most-wanted terrorists keep getting killed by unidentified shooters. In 2022, Zahur Mistri, accused in the IC-814 hijacking, was shot dead in Karachi.

In 2023 came the killings of Hizbul Mujahideen commander Bashir Ahmad Peer, Khalistan Commando Force chief Paramjit Singh Panjwar and Jaish-e-Mohammed operative Shahid Latif. Pakistan later accused Indian agents of orchestrating at least some of the killings using local intermediaries and recruits.

India dismissed those claims as anti-India propaganda. The Guardian reported that Pakistani intelligence linked nearly 20 killings since 2020 to an alleged covert campaign, though its documents could not be independently verified. This episode of Axis Deep Dive asks the central question.

Has India adopted a harder external counter-terror doctrine, or are Pakistan’s allegations filling an evidence gap left by internal rivalries, criminal networks and unresolved killings?
