The Malaysian government halted the LRT3 (now the Shah Alam Line) in July 2018 to execute a mandatory cost-reduction exercise. The PH administration discovered that the previous BN government under Najib had announced a RM9 billion budget that excluded major expenditures such as fees and interest. 

When these were added, projected costs ballooned to over RM31 billion. To make the project financially feasible, the government restructured it into a fixed-price contract, thereby reducing the construction cost to RM16.63 billion. 

This cost-cutting exercise caused the following changes: Shelved Stations: Five provisional stations with low initial demand were cancelled to reduce costs. Reduced Fleet: The order for six-car trains was reduced from 42 sets to 22 sets of shorter three-car trains. 

Because of these redesigns and contract restructuring, the expected completion date was pushed back. In late 2023, the government reinstated the five previously shelved stations to enhance connectivity, adding RM5.3 billion to the project's budget, bringing the total to RM21.93 billion. 

After undergoing technical and safety testing, the line finally opened for public operations 3 days ago. I am sure Tony Pua will provide more details on cost savings. Even with my brief comment, one could see that Malaysian taxpayers' money is being saved about RM10 billion. 

Your Highness, it has NOTHING to do with Najib, Lim Guan Eng and Anwar. It has to do with how much Malaysian taxpayers' money needs to be saved. That should be the priority. Finance Ministers will come and go, but it is about how much a Minister can save when undertaking a public project without compromising quality. I suggest you change your advisers.
